Free Serverless Permissions

I am using https://console.hivemq.cloud/ to configure the permissions and access credentials.

I am a total Newbie. I have created 2 different Users in a cluster with “Subscribe Only” and “Publish Only” Permissions. This does not seem to have any effect, since I have full Access with both users. What am I missing/Not Understanding?

Is this due to Free Serverless option, if so then why even make this an selectable option when creating a user with Free Serverless ???
