Requirements of Certificate

Hello, I am a bit confused about certificate requirement. In the blog by Kudzai Manditereza
NOV 15, 2022 ( Getting Started with Raspberry Pi Pico W for IoT: Micropython and MQTT) did not required any certificate but in “Getting started with Arduino ESP8266” required certificate. Both used Free Cluster. So when to use certificate and when not to use it?

I have a Raspberry Pi Pico and want to program with Arduino IDE. Maybe after this I might try with ESP32.
