I have few doubts on how licensing works, ie., Can we add new license when the application is still running in old license? Also, How to configure new license to the existing HiveMQ dynamically?

HiveMQ allows to replace licenses at runtime, this means you can add/delete licenses to the license folder and HiveMQ will update the used license accordingly. If you have multiple licenses in the license folder HiveMQ will pick the “best” license.
Also, How to configure new license to the existing HiveMQ dynamically?
Not sure what you mean, but you can’t create a license yourself for that you need to contact HiveMQ.
If you mean how to apply a new license to HiveMQ → put the license into the license folder as mentioned above
