Using HiveMQ Cloud free cluster. Is it possible to configure the broker for TLSv1.3.
Read about changing protocol in config file, that i suppose is onpremise version.

Unfortunately, TLSv1.3 is not currently offered as a configuration option for this service. Regrettably, it is not possible to customize the TLS version with HiveMQ Cloud Serverless.
However, if you opt for a self-managed HiveMQ broker, you have the flexibility to configure either TLSv1.2 or TLSv1.3 according to your requirements. For detailed instructions, please refer to our user guide on listeners: Listeners :: HiveMQ Documentation
