I can’t comment specifically on your Azure strategy but I can tell you that the [HiveMQ C# MQTT client](https://www.nuget.org/packages/HiveMQtt/) is built against .NET 6 which supports .NET standard.

Microsoft has a .NET [support and interoperability matrix here](https://learn.microsoft.com/en-us/dotnet/standard/net-standard?tabs=net-standard-2-1) which illustrates the answer better.
